 <title>Social and Behaviour Change Communication Capacity Assessment Tool</title>

 <description>&lt;p&gt;The Social and Behavior Change Communication (SBCC) Capacity Assessment Tool was developed for use in workshop and meeting venues in which an organization and a facilitiator work to determine an organization&#039;s competencies to carry out SBCC programming in three areas:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Planning and design,&lt;/p&gt;
&lt;li&gt;Program implementation, and
&lt;li&gt;Monitoring and evaluation (M&amp;amp;E) and research&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;A facilitator administers the tool to members of an organization and provides the scoring along with feedback, which serves as a baseline and identifies the gaps in the organization that require strengthening. The same tool can be administered at a later point to provide data that shows improvements in specific competencies and where additional work still remains.&lt;/p&gt;
&lt;p&gt;C-Change developed the Social and Behavior Change Communication Capacity Assessment Tool (SBCC-CAT) in two versions--for use with organizations (for an organization to assess its programs&#039; and staff&#039;s capacity in SBCC, and with donors and networks (for a donor/network  to assess its own capacity and that of the partners they support and manage). Together with a facilitator, organizations can determine their competencies in five areas:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;SBCC Situation Analysis&lt;/p&gt;
&lt;li&gt;SBCC Strategy Development
&lt;li&gt;SBCC Materials Development
&lt;li&gt;SBCC Implementation, and
&lt;li&gt;SBCC Monitoring and Evaluation (M&amp;amp;E)&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;The Tool follows a participatory three-stage process, ending with a discussion around findings and the development of a capacity strengthening plan. It can be used by any organization interested in improving the design, implementation and M&amp;amp;E of its health and development SBCC programs. The intention is that by using this Tool, donors and program planners can identify the strengths and weaknesses of current programs, and define activities to strengthen and refocus programs to improve the overall quality of their SBCC efforts.&lt;/p&gt;
&lt;p&gt;If you have already used the previous SBCC-CAT version (from September 2009) to establish a baseline of existing SBCC capacity in your organization, C-Change recommends that you continue to use this version in order to accurately measure the progress of your organization.&lt;/p&gt;
&lt;p&gt;This flexible tool can be adapted for use across a wide variety of health areas, including HIV and AIDS, malaria, family planning and maternal, and sexual and reproductive health. Users are encouraged to adapt sections of the tool or use the particular components that best address their needs in assessing capacities of organizations implementing SBCC programs.
